The Times, Places and Manner of holding Elections


By and large elections are run by the 50 states.  In most states one of the main jobs of the Secretary of State is to serve as chief election officer.  By various acts of Congress the day of all federal elections has been set as the first Tuesday after the first Monday of November, but the actual registering of voters, making of ballots, running of polling places and the counting of votes is a state responsibility usually administered through counties.  (FEC PAGE OF FAQS ABOUT VOTING)
